Tabuk City, Kalinga – The Sangguniang Panlungsod approved on third reading the measure granting hazard pay for public social workers (PSWs) and public social welfare and development workers (PSWDWs) in Tabuk City.

The august body moved the approval of the ordinance proposed by Councilor Atty. Zorayda Mia Wacnang during their regular session this January 27, 2022 at Laoagan Inn, Purok 7, Bulanao, Tabuk City.

As recalled, the said ordinance was vetoed in 2021 by City Mayor Darwin Estrañero for failing to provide the source of fund and its non-inclusion in the computation for the 2021 Budget of the City Government.

Wacnang then added that the funds shall be part of the City’s Annual Appropriation Ordinance under Personal Services of the department concerned. The fund was likewise proposed for inclusion in the 2022 budget of the city government.

Who are qualified for the hazard pay?

According to the author of the ordinance, compensation equivalent to 20% of the basic salary of the PSWs and PWDWs shall be given to those exposed to occupational risks and forms of danger or threats to life in the performance of their duties.

Wacnang said the hazard pay applies to PSWs and PWDWs who are rendering services on a full-time or part-time basis, whether permanent, casual, or contractual positions.

Identification of beneficiaries shall be done by the City Social Welfare Development Office in coordination with the City Human Resources Office, and subject to approval by the Local Chief Executive.

The ordinance will be transmitted to the Office of the City Mayor for official approval or veto.
