HUNT is OVER: Top 2 Most Wanted in Cagayan Valley arrested for 15 counts of Child Rape

Tuguegarao City, Cagayan — The No. 2 Most Wanted Person in Cagayan Valley is now behind bars after being arrested for 15 counts of qualified rape involving a minor, police authorities reported.


The suspect, identified only by the alias “Vin,” 36, a construction worker and resident of Bagong Silang, Ilagan City, Isabela, was arrested on June 14 in Barangay Palo-Alto, Calamba City, Laguna.


According to the Police Regional Office 2 (PRO2), Vin was the subject of a warrant of arrest issued by the Regional Trial Court Branch 18 in Ilagan City for 15 counts of Qualified Rape of a Minor. The court recommended no bail for his temporary release.


Following his arrest, the suspect was taken to the Alicia Municipal Police Station for documentation and processing before being turned over to the court that issued the warrant.


PRO2 Regional Director PBGen. Mariano Rodriguez said the Cagayan Valley police remain committed to protecting children and other vulnerable sectors from violence and abuse.


“We will continue to intensify our efforts in tracking down wanted persons and ensuring that they answer for the crimes filed against them,” Rodriguez said.


Meanwhile, the latest Philippine National Police (PNP) data showed that 632 rape cases were recorded nationwide from January to February this year. The figure is significantly lower than the 1,555 cases reported during the same period in 2025.
