“In union there is strength, in cooperation we can overcome disasters”-Gov. Tubban

Pasil, Kalinga - In his message during the disaster resilience caravan in Pasil this July 22, Kalinga Governor Ferdinand B. Tubban urged unity and collaboration among the local government units (LGUs), authorities, private sectors, and other stakeholders as it is the key in disaster preparedness and mitigation.


The Governor's message, delivered by his Executive Assistant,

Elizabeth Balais II, emphasized that “in union there is strength, in cooperation we can overcome disasters.”


“Agbalin tayo a natibker ket maaramid tayo laeng nu adda ti panagtutunos ken panagmaymaysa tayo nga agkakailyan. Agdadanggay tayo a mangkita iti pagimbagan aglalo iti panangsalaknib iti tunggal maysa manipud iti kalamidad,” the governor said.


Disaster preparedness


Tubban explained that the best way to cope with natural disasters is to prepare, especially with the onset of the rainy season when typhoons and other calamities may be experienced.


As an example, the governor cited the recent incident in Balbalan where a house was swept by a landslide due to heavy rain. Fortunately, there were no casualties, and no one was injured during the incident.


With this, the Provincial Disaster Risk Reduction Management Council is conducting programs, such as the caravan, to develop and demonstrate what should be done in times of disasters.

Innovative and Strategic Hazard Communications


Tubban said that effective communication system is crucial in providing essential information and early warning people of calamaties such as floods and landslides which may warrant evacuations.


This, the governor pointed, is under the program of Municipal Disaster Risk Reduction Office called Innovative and Strategic Hazard Communications.


“Daytoy ti maysa a programa a mangited iti usto a paka-ammu dagiti kakailyan tayo tapnu agannad da ken nu kaanu a masapul iti pre-emptive or force evacuation,” Tubban stressed.


Youth Involvement in crafting plans and trainings


Tubban suggested everyone to get involved, especially the youth sector.


The youth, according to the governor, is a ‘strong point’ therefore, should be engaged through the conduct of Youth Sector Disaster Risk and Resiliency Orientation and Trainings.

“No amin dagitoy ket mairaman da iti panagplano ken pangi-manehar kadagitoy a programa, napigpigsa ti gundaway tapno naballigi tayo kadagitoy a ganddat,” Tubban underscored.


Develop strong partnership with national agencies and provincial units


The governor also pointed the importance of developing coordination, collaboration, and strong partnership with various National Line Agencies and Provincial Local Government Units (PLGU).


It is with such strategies that the municipality can strengthen fights that might be encountered in the area.

Tubban underlined the importance of disaster preparedness as the disasters and calamities are already there.


“Dagiti disasters ken calamities ket adda ditan, han a maawan dagitoy ta dagitoy ket paseten iti biag tayo kas tattao, isu nga importante nga ammuen tayo nu kasanu tayo nga agbalin a masalakniban kadagituy,” the governor affirmed.


Tubban assured support of the provincial government of Kalinga for all the disaster risk reduction and resilience programs of Pasil.
