Kalinga on Full Alert in Preparation for Typhoon Uwan’s Landfall

Tabuk City, Kalinga – The Provincial Disaster Risk Reduction and Management (PDRRM) Office has placed Kalinga Province under full alert status as local and national government agencies brace for the impact of Severe Typhoon Uwan, which is expected to make landfall late Sunday evening or early Monday morning, November 9 or 10, in northern Luzon.

 

The PDRRM Council announced the full alert status during its meeting on November 7 at the PDRRM Office in Bulanao, led by Governor James S. Edduba, represented by Provincial Administrator Teddy Gullay. The meeting gathered both local and national agencies to discuss manpower deployment, logistics, and coordination efforts across municipalities.

  

According to the Provincial Engineering Office (PEO) and the DPWH Upper and Lower Kalinga District Engineering Offices, disaster response teams and equipment—including service vehicles, chainsaws, dump trucks, backhoes, and loaders—particularly in Pinukpuk, Tinglayan, Balbalan, Lubuagan, and Pasil, have been mobilized.

  

“… isabsabay min ta adda gamin madama nga trabaho mi idiay Pinukpuk—ongoing preparations tayo for the Provincial Meet, so dagidiay equipment ket saanen nga maiyawid ket stay tayo idiay en. Tapno kasta, anytime nga kailangan, at least andun na sila,” the PEO explained, referring to the deployment of equipment in various municipalities.

  

Meanwhile, the SWAD Kalinga reported that 1,500 family food packs were loaded from the regional warehouse, 8,756 remain stored in the inter-agency warehouse, and 425 ready-to-eat food packs are available for internally displaced persons (IDPs).

 

 “As of now, we have loaded 1,500 family food packs from the regional warehouse. Bale ang nailokm naman sa inter-agency warehouse is 8,756—and then nag-request na ang Balbalan and Rizal sa amin. Balbalan has 400 family food packs and Rizal 300, while Pasil has 125 remaining. Since the LGUs are here, I’ll take this opportunity to inform everyone that there are 425 ready-to-eat food packs available for IDPs still in evacuation centers,” the SWAD representative said.

 

The Kalinga Police Provincial Office reported that an eight-member team has been assigned to each LGU, with additional reserves from municipal police stations (MPS) and the Quick Response Team. A total of 320 personnel are ready for deployment. Other uniformed agencies—including the BFP, SAF, BJMP, and the 103rd and 503rd Infantry Brigades—have also mobilized personnel, vehicles, ambulances, and search-and-rescue units.

 

Meanwhile, the Department of Health (DOH) activated Code Blue on November 8, placing all offices on 24/7 standby, with prepositioned medical supplies and deployed emergency response teams.

 

In the agriculture sector, around 15 hectares of rice crops remain standing, with only 5% harvested. Authorities have not yet issued a harvesting advisory, as most crops are still unripe. Corn crops, on the other hand, have been fully harvested.

 

All other agencies have also deployed their personnel and prepositioned supplies. With all the preparations still ongoing, Kalinga authorities continue to coordinate across all sectors to ensure readiness and safeguard the welfare of residents in anticipation of Typhoon Uwan.
