Kalinga PLGU is Top 2 in 2024 revenue generation and collection efficiency in Region CAR

Tabuk City, Kalinga – Just weeks after it received national recognition for effectively managing government funds, the Provincial Government of Kalinga, under the leadership of Governor James S. Edduba, was hailed as Top 2 among the six provinces of the Cordillera in revenue generation and collection efficiency for 2024.


According to the Office of the Provincial Treasurer, the province ranked second in locally sourced revenues and second in collection efficiency among all Cordillera provinces.


The recognition was conferred by the Bureau of Local Government Finance–CAR (BLGF-CAR) during the Regional Association of Treasurers and Assessors (REGATA)–Cordillera year-end conference held in Baguio City on December 3, 2025.


These awards, based on BLGF’s criteria, reflect Kalinga’s strong performance in collecting revenues from real property taxes, business taxes, fees and charges, and economic enterprises.


Being second in locally sourced revenues means that the provincial government generated the second-highest amount of income from within its own jurisdiction. Meanwhile, collection efficiency measures how well a province meets or surpasses the targets set by the BLGF, demonstrating that Kalinga manages its finances responsibly.


In addition to the said awards, the Office of the Provincial Treasurer shared that Kalinga also received a Certificate of Recognition for being the first to submit its Electronic Statement of Receipts and Expenditures (eSRE) reports for the second quarter of RY 2024.


Receiving the awards on behalf of the provincial government were Provincial Treasurer Ma. Theresa G. Basitao and Assistant Provincial Treasurer Rainelda A. Gasmena, presented by BLGF-CAR Regional Director Mary Lou G. Gamboa.


To recall, Kalinga was earlier cited by the BLGF as Top 7 nationwide in Total Current Operating Expenditures (TCOE) per capita for FS 2024, showing that the province not only collects revenues efficiently but also spends them wisely for the benefit of its people.


In an interview, Governor James Edduba said the recognition shows that his administration remains committed to serving with honesty and purpose, ensuring that government funds are used properly and that public services genuinely reach those who need them.
