Kalinga PLGU targets October 16 passage of proposed 2027 provincial budget

TABUK CITY, Kalinga — The Provincial Government of Kalinga is targeting October 16 for the passage of its proposed 2027 provincial budget as Governor James S. Edduba urged provincial offices to strengthen program implementation and use their performance as a basis for future budget support.


Edduba made the call during the Inter-Agency Flag-Raising Ceremony on October 5 at the Kalinga Sports Center in Bulanao, where he identified budget preparation as the next major task of the provincial government.


The governor said a meeting involving members of the Sangguniang Panlalawigan, Local Finance Committee and provincial officials has been scheduled to facilitate the timely approval of the budget.


“The next is the budget. We are hoping to pass the budget before October 16... so at least naka-ready tayo for next year,” Edduba said.


He said the early passage of the budget would allow the province to prepare its programs and expenditures ahead of the coming year and align them with the province’s development priorities.


Edduba also reminded provincial offices that their performance in implementing programs during the current year would be considered in determining budget allocations for next year.


He urged offices to maximize the remaining months of the year to improve the implementation and performance of their respective programs.


“I'm reminding again ta isu ti basis tayo for the budget next year—dagiti programs yu man for the remaining last quarter of this year,” he said.


According to Edduba, the assessment of program performance would help the Local Finance Committee determine whether existing programs should continue receiving funding or whether their allocations should be adjusted based on their implementation and results.


The governor emphasized that offices should not only implement their programs but also demonstrate their effectiveness and progress, particularly during the final quarter of the year.


The October 16 target is expected to give the provincial government sufficient time to finalize its programs, projects and expenditures before the start of the new budget year.


Edduba said the remaining quarter will therefore be crucial in evaluating ongoing initiatives and determining which programs will continue to receive support from the provincial government.
