Kalinga Provincial Hospital renews MOA with partner private hospitals; more patients to benefit - OIC-Chief of Hospital Dr. Rey Aranca

Tabuk City, Kalinga – The partnership between private health institutions and the Kalinga Provincial Hospital (KPH), the province’s primary public healthcare provider, will continue in 2026 to augment and supplement services that KPH cannot provide to its patients.


OIC – Chief of Hospital, Dr. Rey Aranca, recently announced that Governor James Edduba renewed the Memorandum of Agreement (MOA) between KPH and its partner private hospitals and clinics in Kalinga for 2026.


These partner institutions include Almora General Hospital, San Juan General Hospital, Holy Trinity Medical Clinic, Divine Healers and Diabetic Clinic, and Mendoza Multi-Specialty Clinic.


Aranca explained in an interview that the partnerships with private healthcare providers were made possible through Governor Edduba’s “Binnadang” program, which aims to augment and supplement the services that KPH cannot provide due to limited equipment, facilities, and medicines. He added that the collaboration allows KPH patients to access medical services from partner private hospitals and clinics for free through hospital endorsement.


“Because of limited funding, we cannot purchase all the necessary equipment. That’s why we established MOAs with these private hospitals. For example, if a patient comes for a checkup and needs a 2D echo, we endorse them to Divine Healers. By the end of the month, Divine Healers will bill KPH, and KPH will pay. Similarly, if medicines are out of stock, a liaison officer can get the necessary drugs from Almora General Hospital,” he explained.


The partner private facilities will submit their billing to KPH at the end of each month, which the hospital will pay using funds from the Medical Assistance for Indigent and Financially Incapacitated Patients program.


Meanwhile, KPH is planning to expand collaborations with other private health facilities in Kalinga, such as the Lubchic Laboratory.
