Kalinga’s One Hospital Command Center assures delivery of excellent health services for all

Tabuk City, Kalinga – The Kalinga Provincial Information Office (PIO) reports that the province will soon launch its own command center. With the help of private doctors, it shall deliver excellent healthcare services to all yKalingas as well as clients from neighbouring provinces.


Members of the Provincial Health Board (PHB) are now crafting a plan to put up Kalinga’s Provincial One Hospital Center, the PIO reveals.


Once established, the command center shall function as ‘a servicing unit to optimize use of critical care services in hospitals, community quarantine, and isolation facilities, and medical transport that will strengthen the health system capacity’.


Governor Ferdinand Tubban said that the establishment of the command center is vital and must be realized immediately for the yKalingas to also experience receiving holistic health care services from any health facility in the province.


He added that this will also help in the referral system of non-Covid-19 and Covid-19 patients to where they should be admitted and managed.


Last week, a consultation meeting meant to organize the composition of the command center was attended by members of the PHB, medical doctors from private hospitals and infirmaries.


A brief orientation on how the command center will work was then given by Dr. Bernadette Andaya of the Department of Health-Kalinga.


She said the command center shall be composed of a command manager, data analytics team, call center agents and communication team.

Functions of the Command Center’s members


Members of the command center will be tasked to formulate plans and strategies to ensure the success of the provision of structure and equipment such as adequate personnel for the efficient services by the operations manager, provide working space for duty staff.


They are also expected to recommend to the Sangguniang Panlalawigan the enactment of appropriate ordinance defining measures/strategies that the Provincial One Hospital Command Center may deem necessary for effective and efficient means of establishing an operationalized center, and they should convene every fourth Wednesday of the month for updates and to perform the above-mentioned powers and functions.


Roles of the Command Center


The Command Center shall be in charge of the health system capacity data analytics risk communication, health facility coordination and referral, coordination for medical transport, engage stakeholders from both government and private sectors and ensure adequate critical care services in hospitals.


Meanwhile, Provincial Disaster Risk-Reduction Management Officer Jolanta Baac, in a statement expressed support to the plan saying that they shall schedule training on Incident Command System and Emergency Operations Center in partnership with the Office of the Civil Defense for the command center’s staff and personnel.
