Lack of discipline main cause of road accidents in Tabuk City, according to online survey


Tabuk City, Kalinga – In an online survey conducted by the City Advisory Council, lack of discipline among the motorists in the city was identified by participating respondent as the main cause of Vehicular Traffic Accidents (VTA) in Tabuk.


City Advisory Council Chairperson Dr. Sandra Uyam, in an interview, said she wanted to find out the perceptions of the people and to involve them in the process of giving possible solutions to the rampant road accidents in Tabuk City, and thus she made a simple open-survey of opinions.


“Ipadas nga kitaen nu anya ti kapanunutan ti publiko tapno Haan lang nga diyay expectators iti role da nu di ket they take part in the process (of providing contribution in solving road accidents),” she said.


Uyam posted her question on a Facebook group with the most number of members.




The responses on the comment box were clustered and it was shown that lack of discipline among the motorists manifested by drunk/ reckless/aggressive/ careless/ irresponsible/ minor drivers came out as the perceived main cause. This result appears to coincide with the data from the Philippine National Police – Tabuk City stating 91% of the 126 VTA incidents recorded from January to October this year is due to human error.


Moreover, the data from the PNP – Tabuk also shows that 28% of the cases are with alcohol involved.


Meanwhile, other preliminary results include poor implementation of traffic laws due to lack of traffic enforcers, noncontinuous mobile checkpoints, too low fines & penalties for traffic violations, lack of localized traffic ordinances, and lack of traffic devices like stoplights, street lights, CCTVs, road signages/advisories.


Further, another perceived cause of accidents identified is road obstructions like stray animals, electric posts, illegally-parked vehicles, debris falling from delivery trucks, and palay/corn being laid for drying on the roads.


Other Findings; Most Cited Solutions


On the other hand, there are eight most cited solutions that came out from the opinions of the public. These include the following:


· Orientation seminars for drivers/operators/parents/students re road safety and discipline;

· 24/7 checkpoints and establishment of checkpoints in strategic places;

· installation of sufficient traffic devices such as stoplights, CCTVs, street lights, traffic signages and advisories esp in accident-prone areas;

· augmentation of traffic enforcers/deputization of brgy officials, tanods, BPATS to serve as force multipliers;

· imposition of liquor bans/use of breath analyzers

· construction of median barriers on roads with street lights installed along the centre lines;

· non-selective enforcement of traffic laws (wala sanang palakasan); and

· increase fines & penalties on traffic violations


Uyam expressed that the problem on Vehicular Traffic Accidents is everyone’s concern and that she is grateful to the public for actively participating in the online survey. Although this may not necessarily capture the representation of the whole population, it provided pieces of the puzzle which could show alternative directions in solving the road traffic accidents in the city.


She added that more in-depth study shall follow and be conducted, so that appropriate actions shall be subjected to development, modification, and adjustment.


The City Advisory Council is composed of different sectors which mandate is to act, address, and look for ways to solve problems that arise from the data of the Philippine National Police.
