7.2M poverty alleviation projects granted to Tinglayan

Tinglayan, Kalinga – Tinglayan municipality is looking forward to the implementation of the government’s Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), a community-driven poverty alleviation program.


Community-based response projects amounting to P8,664,240 was allotted for the town hoping to alleviate identified communities from poverty in the 20 barangays of Tinglayan for implementation next year.


Of the total amount, the local government unit (LGU) of Tinglayan will be providing a 20 percent counterpart amounting to P 1,444,040, while KALAHI-CIDSS shall be allocating an amount of P7, 220,200.


According to Tinglayan Administrator Noel Macaiba, each of the 20 barangays will be identifying one priority project which shall be implemented in the area.


Projects set by DSWD for selection include Environmental Protection and Conservation sub-projects, Livelihood Support projects, Disaster early recovery and/or Early Rehabilitation, Disaster Preparedness subprojects that will help in and Public Goods sub-projects.

Process of Implementation


Starting July this year, Macaiba said that social preparations to include participatory situational analysis will be conducted to communities in Tinglayan.


“Participatory situational analysis a talaga a bumaba kadagidiay barangay, ag-karoon iti community assembly, barangay iti mang-determine idiay priority da but nu ti barangay ket nalpas a nagnan iti particicipatory situational analysis, like for example nga addan iti barangay development plan da a nag-dalan iti kasdiay a proseso, i-determine lang nu anya ti priority projects and then diyay ti apan nga in-validate nu agpaysu,” he explained.


After social preparations, community members, he said will then create committees such as those to be in charge of the purchase of materials for the project and Committee on Monitoring during the community assembly.


The fund, those in charge of purchasing, those to check the purchased items and those in charge of the monitoring should also be known by the community.


“Even after diyay project implementation ket adda ti project monitoring committee a mang-kitkita nu ustu a na-implementar daydiay project,” Macaiba added.

The KALAHI-CIDSS Program


The DSWD Kalahi-CIDSS began in 2003, covering 200 poor municipalities. It is one of the government’s poverty-alleviation programs implemented by Department of Social Welfare and Development.


The program uses the community-driven development approach to empower communities in targeted poor and disaster-affected municipalities to identify their own needs, and collectively implement and manage solutions to these needs.


Municipalities in the province that are also grantees of said program are Lubuagan, Pasil, Balbalan, Tanudan, and Lubuagan.
