Lubuagan bans alcohol on wakes and 'peyalus' for Peace and Order

Lubuagan, Kalinga – Giving or drinking intoxicating liquor during social events such as wakes and 'peyalus' or the holding of traditional engagement/marriage rites will no longer be allowed in the municipality with violators facing possible imprisonment.


This is after Ordinance 01 series of 2021 of the Municipality of Lubuagan, adopting the 1987 Philippine Constitution, prohibiting such was recently approved.


Known as “An ordinance prohibiting the giving, donating and drinking of alcoholic beverages and other similar intoxicating beverages during wakes and 'peyalus' in the municipality of Lubuagan,” was approved to avoid untoward incidents that may create disturbances in any area in the municipality.


“The maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy,” the ordinance provides.


Signed and approved by the Local Government Unit of Lubuagan’s Sangguniang Bayan members, Vice Mayor Victor Dickly and Mayor Charisma Anne Dickpus, the ordinance would fine persons that give, donate or drink any kind of intoxicating beverages with an alcohol volume of 5% during wakes and 'peyalus'.

Violators of the ordinance would be sentenced to prison time of three (days) and a fine of P1,000 at the discretion of the court.


As recalled in an interview during the previous year when the ordinance was proposed, Mayor Charisma Dickpus said that over the years, liquor has always been present in different social gatherings and in fact became a practice for people to give liquor as gift as a way to show support.


However, the supposed merriment has been usually disrupted by misunderstandings and fights due to excessive consumption of alcoholic beverages. These reported cases, she said, result in leading to tribal conflicts.

As stated in the ordinance, Mayor Dickpus reiterated that instead of donating alcoholic beverages, cash or other kinds may be given which can help the recipient family in their financial difficulties.


“After all, dapat ket naragsak ti peyalus. Haan na deserve ti gulo. The same met lang nu minatayan, makipagladingit tayo ti pamilya, ikkan tayo iti panawen ti pamilya nga agladingit without unwanted disturbances kuma,” the mayor said.


“Nu mabalin ket aramiden tayo amin para iti kapya ken talna ket agyaman tayo ta agmaymaysa ti amin nga lawmakers iti ili tayo a Lubuagan para iti daytoy nga gandat,” Mayor Dickpus concludes.
