Lubuagan, Kalinga under ‘areas of grave concern this 2022 election’


Tabuk City, Kalinga – The Municipality of Lubuagan has been declared under the ‘red’ category or ‘areas of grave concern’, meaning it is a place where security forces should consider this 2022 election period.


The information came from the latest list of election hotspots of the Police Regional Office Cordillera.


In a report by the Philippine Information Agency, it said the PROCor informed during the 2nd Regional Joint Security Control Center Command Conference and 1st Regional COMELEC Campaign Committee Meeting on February 18, 2022, that they are closely monitoring the declared election hotspots in the region.


These hotspots are categorized as green, yellow, orange, and red.

Green refers to areas that are generally peaceful and orderly during elections. Yellow pertains to areas that have a history of election-related incidents, possible employment of partisan armed groups, and areas declared previously under Comelec control.


The orange category or ‘areas of immediate concern’ indicates that there is a serious armed threat to the area, while red or ‘areas of grave concern’ is a combination of factors under the yellow and orange categories that may lead to a declaration of COMELEC control.


Lubuagan, Kalinga is the only place in the region declared under the red category as of this writing.


However, there are one city and six municipalities that are included in the list of possible areas to be placed under the red classification which the PNP Cordillera submitted to the national level.

Other election hotspots


Pinukpuk, Pasil, and Balbalan in Kalinga are under the orange category along with Sagada and Besao in Mountain Province. However, re-assessment is still being done for Sagada and Besao.


Rizal (Liwan), Tinglayan, and the City of Tabuk are under the yellow category.

The same classification is shared by the Municipalities of Bangued, Dolores, Peñarrubia, Pidigan, Pilar, San Juan, Tayum, Tineg, and Lagayan in Abra and the Municipality of Conner in Apayao.


In an earlier report, PNP Cordillera informed that they would create a Regional Special Operations Task Group to be assigned in monitoring Abra during this election period.

Brig. Gen. Ronald Lee, Cordillera Police Regional Director, explained that this is not to signify that the said province is not going to be peaceful in this election, but rather, the creation of the task group is just a preparation for any potential problems.
