Nambaran’s barangay captain pledges continuous development if elected anew

Tabuk City, Kalinga – Through his leadership in the past four years, rapid changes in terms of development and progress in various aspects in Barangay Nambaran have been observed, even receiving citations at the regional and national level.


Punong Barangay Jimmy Suwagon became the village chief of Nambaran back in 2018. He resigned from his work as a staff of a non-government agency prior to running in the 2018 village and youth polls to ensure that he would dedicate all of his time in serving the people of Nambaran.


True to his words, upon winning the polls, he dedicated his time in aiding to his constituents through implementation of plans, programs and projects connected to peace and order, basic social services, and infrastructures.

Peace and Order


On peace and order, one program the barangay officials focused on is the intensified campaign against illegal drugs.


In an effort to eradicate the presence of said illicit substance in the area, citizen arrests were made. Some were likewise convinced to surrender with the Tokhang program of then President Rodrigo Duterte.


To monitor possible crimes and to ensure the safety of the public, Barangay Nambaran strategically placed CCTV cameras at the barangay hall, Nambaran Junction and near the Nambaran Elementary School.


Suwagon, in an interview, disclosed that even with those efforts, Nambaran is still one of the three barangays in the city which is still in the list of drug-affected barangays due to the presence of illicit drugs such as shabu and marijuana in the area.


The use of illegal drugs is even connected to some theft cases and cases of violence against women and their children in the area with some of those arrested found to be users of said drugs.

When elected anew, he vowed to continue the campaign and make Nambaran a drug-free community.


Meantime, having seen the importance of bodong peace pacts, the captain likewise worked on restoring those peace pacts that have been severed.


“Adda dagiti bodong mi nga nadadael ket rinugyan mi within the past years nga trinabaho ket adda lima nga tribu nga naisimpa – Mallango, Naneng, Uma, Pangol ken Taloctoc,” he conveyed.


He added they will continue to work on said matter since they are still to settle the peace pact between the community and the subtribes of Limos in Pinukpuk and Poswoy in Balbalan.


Infrastructural Development


Since more or less 70 percent of Nambaran’s population relies on agriculture as source of living, the officialdom of the barangay also focused on implementing infrastructure projects such as farm-to-market roads, installation of solar pump irrigation projects, and construction of communal irrigation systems.


Notable FMRs constructed include the improvement of Sumedca Farm to Market Road, Blizz to Catao, and Nambaran West to Dawayan Road and the opening of a farm to market road in Gwabang.


For CIS, the barangay captain relayed the concreting of the Agbannawag to Nambaran Lateral d or the main irrigation canal is already completed. Five small CIS which include irrigation canals at Dawayan, Mananeng and Kalati, he added were also completed.

Moreover, installation of 5-unit solar pumps at Dawayan, New Site, Sitio Bangad, Sumedca and Purok Ileb were made. According to him, more solar pumps are needed particularly in areas not reached by irrigation canals thus the need for them to work on it continuously.


Aside from this, the officialdom also worked on the improvement of Barangay Road from National road to Ileb Butbut; continuation and completion of the barangay hall; installation of street lights along national road within the barangay and the purchase of a 2-hectare lot for relocation site of those affected by the road right of way.


Meantime, the projects funded and implemented through the barangay’s 20% Internal Revenue Allotment(IRA) include the improvements of the Bolislis Irrigation access road, Barangay Road at New Site; and the development of Day Care Centers in all puroks and the Junction deep wells.


Additionally, the barangay through its 20% IRA constructed Drainage Canal at Centro and Bliss and cemented the Pathways at New Site and Purok La-od.


The fencing of pasture land at Kallati; the gravelling at Bulislis and Abagatan; and the barangay’s Clean and Green program were also covered by the said budget.

Basic Social Services


On Basic Social Services, Suwagon along with his fellow barangay officials also implemented various programs and projects he wishes to continue once given the seat anew.


These include the zero-open defecation program, assurance that basic medicines and various health facility will be made available at the health clinic, training for health workers and daycare workers and sustaining good services to the people of Nambaran when needing documents to be provided by the barangay local government.


Likewise, drainage canals and water systems shall likewise be constructed in areas needing such facility.
