TABUK CITY, Kalinga – Motorists without their vehicle registration documents and motorcycle riders not wearing helmets were among those frequently apprehended by the Highway Patrol Group (HPG)-Kalinga from January to October 2026.

Based on the unit’s accomplishment report obtained by Guru Press Cordillera on November 3, 2025, other commonly recorded violations included driving without a driver’s license, operating motorcycles without attached plates or side mirrors, and failure to wear seat belts.

Under Republic Act 4136, or the Land Transportation and Traffic Code, motorists are required to comply with vehicle registration and driver licensing regulations. Meanwhile, Republic Act 10054, or the Motorcycle Helmet Act of 2009, requires motorcycle drivers and back riders to wear standard protective helmets.

The report showed that October recorded the highest number of vehicles impounded and later released for traffic violations, with 20 motor vehicles and 25 motorcycles. April followed with 14 motor vehicles and 10 motorcycles.

The monthly figures were as follows: January, 11 motor vehicles and five motorcycles; February, nine motor vehicles and 12 motorcycles; March, 12 motor vehicles and five motorcycles; May, six motor vehicles and five motorcycles; June, eight motor vehicles and seven motorcycles; July, four motor vehicles and five motorcycles; August, four motor vehicles and one motorcycle; and September, seven motor vehicles and three motorcycles.

In an interview with Guru Press Cordillera on November 3, HPG-Kalinga chief Police Captain Jordan Lagyaban Bongngat urged motorists to check their vehicle documents and safety equipment before traveling to avoid apprehension, vehicle impoundment, fines, and other penalties.

He emphasized that compliance with road safety requirements is not only about avoiding penalties but also about preventing accidents and protecting the lives of drivers, passengers, and other road users.

“Sakbay kayo nga bumyahe, kitaenyo nga kompleto dagiti dokumento ti luganyo ken ken agsuot kayo ti safety equipment. Usarenyo ti helmet, seat belt ken dagiti sabali a kasapulan para iti salaknibyo…ta saan laeng a multa wenno pannaka-impound ti lugan ti maliklikan tayo, no di ket makatulong met daytoy tapno maliklikan dagiti aksidente ken maisalakan dagiti biag,” Bongngat said.
