P1.5M payout distributed to 300 TUPAD beneficiaries in Tinglayan

Tinglayan, Kalinga – Around 300 unemployed and displaced yTongrayans received their wages amounting to P1,575,000 on September 2, 2021, after completing the required 15-day work under the Tulong Panghanaphuhay sa Ating Displaced/Disadvantaged or TUPAD which started on May 24, 2021.


Of the total fund, the Department of Labor and Employment (DOLE) provided 80 percent or P1,260,000 while 20 percent or P315,000 was allocated by the municipal local government.


With this, each of the beneficiaries shall be receiving P5,250 each as compensation for the services they have rendered which include cleaning and repair of canals, street cleaning and other community work they have conducted in their locality.


Tinglayan Municipal Information Officer Larae Lacto said that in consideration of the ongoing Covid-19 pandemic, the recipients were only required by the program to work for just four hours a day.


As to protect them against the virus, the recipients were previously provided with working gears such as face masks, gloves, long sleeve shirt and TUPAD IDs which is valid for three months.


Selection of beneficiaries


Lactao said that the beneficiaries were chosen by barangay officials in consideration of the guidelines set by the program.

Identified beneficiaries must not be recipients of other government programs such as Social Amelioration Program (SAP), COVID-19 Adjustment Measures Program (CAMP), Abot Kamay Ang Pagtulong (AKAP) Program, and those who are not Pantawid Pamilyang Pilipino Program beneficiaries.


The program as directed by DOLE’s Department Order (DO) No. 219 Series of 2020 cover workers in the informal sector, particularly self-employed with elementary occupations and unpaid family members and Senior Citizens below 75 years old who are fit to work and are not receiving pensions except for Social Pension for Indigent Filipino Senior Citizen.


Tinglayan Mayor Sacrament Gumilab in a statement expressed his gratitude to DOLE for bringing the program to the people of Tinglayan, especially during this health crisis where livelihood and other economic activities were greatly affected and limited due to imposed quarantine restrictions.


Recipients, on the other hand, were told to use the facilities and their earnings wisely.
