Abra, Philippines – Eighty-two rebel returnees in Abra could now reintegrate into the mainstream society and start life anew after receiving various livelihood projects amounting to P 1,739,947 from the Department of Labor and Employment (DOLE) on Tuesday, November 9, 2021.

The rebel returnees from Boliney, Bucay, Bucloc, Manabo, Malibcong, Tubo, Sallapadan, Daguioman, and Lacub municipalities were given Kabuhayan Starter Kits such as 18 sari-sari store projects, 56 hog raising projects, 4 poultry projects, and 4 goat raising projects.

The Kabuhayan Starter Kit given, according to DOLE-Abra is under the DOLE Integrated Livelihood Program, a flagship program of the agency that aims to reduce poverty and vulnerability risks of the working poor, vulnerable and marginalized workers, with the provision of emergency employment, promotion of entrepreneurship, and community enterprises.

“These Kabuhayan starter kits are proof of how DOLE and other national line agencies would like to welcome you back, we are here to show how happy we are that you have returned to the fold of the law”, DOLE-CAR Regional Director Nathaniel Lacambra said in his message to the former rebels.

He stressed that the government is sincere in putting an end to communist insurgency in the country and that they want to transform the lives of former rebels through the various interventions offered by the government.

“For DOLE, livelihood assistance is one of the most effective programs that provide long-term results to its beneficiaries,” Lacambra said.

Lacambra then challenged the former communist members to transform their received interventions from the agency into sustainable ones while reminding them that the success of the sad intervention is only one percent (1%) of the government intervention and that the other 99% depends on how the beneficiaries will take care of it.

Meantime, aside from the giving of livelihood kits, the agency likewise awarded a check amounting to P5,560,800 to the local government unit of Bangued under Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD).
