P82M solar-powered cold storage facility in Benguet proposed to solve post-harvest losses


Benguet, Philippines – A proposal to set up a solar-powered cold storage facility in Buguias, Benguet to improve the preservation, storage and delivery of farm produce as a solution to post-harvest losses is now being reviewed to be endorsed for funding.


Once reviewed by the National Economic and Development Authority, the proposal will be forwarded to the Department of Finance and the Department of Foreign Affairs for further action before its approval by the Office of the Philippine President.


Included for procurement are refrigerated cooling trucks for better post-harvest handling, storage, and delivery of farmers’ produce.


The project’s funding amounting to P82 million shall come from Japan’s Ministry of Foreign Affairs through their Safe Vegetable Production with Marketing Technology Improvement project currently being undertaken in the country.


Once approved, a memorandum of agreement shall be forged between the Department of Agriculture (DA) and the Japan Agricultural Exchange Council (JAEC).


Agriculture Secretary William Dar expressed hope that the proposal will be approved before completion of the current administration’s term.

The creation of the steering committee was also directed by the DA secretary to facilitate a fast approval process of the project.


Also, he instructed the JAEC representatives to review its procurement process and prepare the project design for immediate implementation once the project is approved.


DA on Tuesday, September 7, stated that the project is designed to capacitate farmers to improve their production through the technology called Safe Vegetable from Rich Soil (SAVERS) technology.


SAVERS technology, as explained enriches the soil by using organic matter such as mokusaku or wood vinegar.


Meantime, JAEC senior local coordinator Toshiharo Sato in a statement said he wishes the project’s implementation to be done at the soonest possible time as “many Filipino farmers are waiting for [the] project”.
