PhilRice confers Best LGU Partner Award to OPAS, Kalinga

Tabuk City, Kalinga – The Philippine Rice Research Institute (PhilRice) on Tuesday, March 1, 2022, handed over the plaque and certificate of recognition to the Office of Provincial Agricultural Services-Kalinga for topping the seed delivery and distribution under the Small-Scale Category 2022 Dry Season of Rice Competitiveness Enhancement Fund (RCEF)-Seed Program.

Earlier today, Provincial Agriculturist Engr. Domingo Bakilan, who was recognized as one of the most outstanding officers, received the awards given by Isabela RCEF Coordinator Andres Dela Cruz.

Joining Bakilan in receiving the award were Assistant Provincial Agriculturist Juliana B. Aclam, Supervising Agriculturist Delia T. Gonzalo, and other staff.

The Director of RCEF, Flordeliza H. Bordey, described Bakilan’s leadership as an exemplification of competence, efficiency, professionalism, and dedication in carrying out his sworn duty to serve the rice-farmer- constituents.

According to Bordey, Bakilan has been instrumental in achieving the 100% of the seed delivery target in Kalinga and at least 95% distribution of high-quality certified seeds to the Program's beneficiaries.

“This recognition attests to your role intentions, steadfast result, and committed actions. May it inspire you to continue pursuing excellence and selfless service,” Bordey added.

Bakilan credited the success of the program to the support of his staff, partner local government units, and the provincial government headed by Governor Ferdinand Tubban.
