Tabuk City, Kalinga – Policy makers in the city are recommending tricycles to utilize the feeder or the smaller roads in this city as a development strategy in support to the modernization program which will be incorporated in the tricycle route plan 2021-2022.

City Planning and Development Officer Maricel Kiley, in her presentation during a meeting with the traffic management council and Full Spectrum Riders Association of the Philippines (FSRAP) Kalinga Chapter last March 31, said that the development strategy was anchored to the Trunk and Feeder system, a strategy where in terms of public transport, only the public utility jeepney and buses will be allowed to traverse the national and provincial roads while tricycles are only allowed to use the feeder, city, and barangay roads.

She recalled that when they were crafting the local public transportation route plan, they were advised not to include tricycles because of the modernization program. However, during their public interview for data gathering, the responses affirmed that most people utilizes tricycle as a mode of transportation.

“So we decided to include tricycles pero agyan da lang iti feeder roads, kayat na saoen, saan dan a magna ditoy Bulanao to Dagupan, actually awan met talaga iti naka-franchise a Bulanao to Dagupan a tricycle. So idiay da lang [feeder roads] nga agyan then itulod da iti pasahero idiay ayan iti stop points along the major road sadan tu aglugan iti mapan idiay Dagupan or mapan idiay Bulanao,” she said.

However, since there are no alternative routes within barangays Bulanao, Bulanao Norte, Agbannawag, Bulo, and Lacnog, tricycles, she said, can utilize the national highway, but they should stay at the outer lane.

Further, she presented that there will be three major tricycle route terminals to be established namely: the Dagupan terminal that will cater to Northern Tabuk District; Bulanao terminal; and Agbannawag.

Meanwhile, Kiley said the riding public need to learn how to commute point to point based on the route plan strategies. Citing a situation, such passengers from the Western barangays going to Dagupan should ride a jeep from their barangay, and when they reach the Bulanao terminal, they have to get another jeepney going to Dagupan.

“This strategy will still be presented to our stakeholders to elicit met lang iti kasla suggestions da and of course alan ti approval da nu okay kanyada daytoy nga strategy,” she said.
