Retired Bureau of Treasury -Kalinga Chief wants Brgy. Casigayan to be better again

Tabuk City, Kalinga – Retired Bureau of Treasury Kalinga – Apayao Chief, Francisco ‘Paran’ Gabel decided to file his candidacy for barangay captain with the vision of Barangay Casigayan becoming ‘better’ again.


Gabel had spent 33 years serving the public before retiring on January 28, 2023.


Now that he’s back to being a farmer, Gabel revealed he didn’t plan on running in the 2023 Barangay and Sangguniang Kabataan Elections (BSKE).


What prompted him to vie for Barangay Captain of Casigayan was the longing to see leaders who have the best interest of the public.

“Awan man ti planuk iti kastuy nu makitak iti barangay nga napintas,” he said.


Platforms


Should he be given the chance to serve as the Punong Barangay of Casigayan, he will ensure transparency, saying that the barangay will be ‘an open book’ and anyone can come and see the records.


Part of his platform is also the proper implementation of projects and programs in the barangay, ensuring that the allocated budget should be carried out solely for the project or program through hands-on monitoring.


Fund transfer, under his leadership, he added, should not likewise be done unless it is in line with the rules and regulations of auditing and accounting.


For the people to be updated with accomplishments and expenditures in the barangay, the Annual General Barangay Assembly should be conducted.


As for the observance of barangay rules and ordinances, Gabel vowed that they will be implemented without favoring anyone.

Gabel, further bared that his administration will likewise make sure to sustain the cleanliness in Casigayan.


Change doesn’t happen overnight


The former Bureau of Treasury Chief in Kalinga and Apayao underscored that change doesn’t happen overnight, but he wants his legacy to at least redirect the barangay to where it was before, describing that the village was one of the best before.


He added he wants to start and set a path for future leaders to follow.

“Uray mariing lang daytoy barangay tayo ta haan tayo itulok nga kastuy nga kanayunen, mariing kuma met nga mabalin nga makarecover tayo gayam,” he asserted.


He further said this may be his first attempt at politics, but he is well acquainted with the processes and management of a village as he has been dealing with the local government units in his decades at the Bureau of Treasury.
