RTC Branch 39 opens in Lubuagan

Lubuagan, Kalinga―The newly established Regional Trial Court (RTC) Branch 39 is now operational in this municipality.


Authored by the late Congressman Manuel Agyao, the court is created through Republic Act 10298 entitled ‘An Act Creating an Additional Branch of the Regional Trial Court to be stationed at the Municipality of Lubuagan, Province of Kalinga.’

Mayor Charisma Anne Dickpus said in an interview that the appointment of court personnel was done a year ago following its operation in a temporary office in Tabuk City.


“Nabayag a na-open diay court, last year pay lang ngem awan pay lang gamin pondo na diay pagyanan da nga office ditoy Lubuagan, so idiay Tabuk da pay lang nag-office,” she said.

RTC Branch 39 office is located below the Early Childhood Care and Development (ECCD) Center at Barangay Poblacion.

Dickpus said RTC Branch 39 will not only cater to the people of Lubuagan, but also its neighboring municipalities such as Balbalan, Pasil, Tanudan and Tinglayan.

In addition, with the creation of the RTC Branch 39, Dickpus is now looking forward to the establishment of a Bureau of Jail Management and Penology (BJMP) facility in the municipality.


The court is currently manned by eight personnel, with Judge Randy Bulwayan as the Presiding Judge.
