SP Tabuk moves to craft resolution against secrecy issues regarding XRC deal

Tabuk City, Kalinga – The Sangguniang Panlungsod of Tabuk in today’s Regular Session moved to draft a resolution addressed to XRC Developers and the office of the City Mayor to provide the august body copies of documents which include the lease contract, the memorandum of agreement, inventory of the legitimate market stall owners and residents, and the beneficiaries of the stalls and lots from the Bulanao Public Market on Thursday, October 28, 2021.


This is in response to the letter of KARSA dated October 15, 2021, asking for the transactions and documents to be provided to them as said religious organization believed that these should have been made available to the public.

Said letter is the same letter addressed to the City Mayor and the Sangguniang Panlungsod asking that they put on hold the groundbreaking of a mall construction in Bulanao Public Market, Tabuk City if it is true until controversial questions have been answered which pursued on October 21.


Father Jairus Carbonel Mateo, Vice Chairman of KARSA, who joined the SP in said session, told the body that their concerns are those questions raised by market vendors and other individuals leading to ‘misunderstanding’ between concerned parties.

“Idawdawat tayo met lang a dagita compliances, transparency, ti proseso… ket haan nga napatgan diyay ta namin-anu tayo met nga [nagited] met iti letter tayo iti office of the mayor ket kayat mi kuma nga mai-clear pay daytoy sakbay ti groundbreaking,”he added.


He likewise said that they wanted a meeting to be set for dialogue, inviting the KARSA for the group to serve as a “middleman” to solve problems between the vendors and the city LGU.

Mateo emphasized that the letter was made on October 15 as they wanted that problems should be cleared first before the groundbreaking, which the council’s secretary answered that the supposed session last Thursday was cancelled for the body to attend the forum.

Father Mateo, in an interview, said "apay sekreto ngata dagiti karga na dayta nga dokumentos ta madi da nga iparang?," adding people cannot help but to wonder. And thus, to wide out suspicion of secrecy, the documents should all be made public.


On a similar note, Councilor Zorayda Wacnang, who also asked for a copy of the Lease Contract, informed the body that she has not received any copy of the document yet.

“In-follow-up ko idiay admin office ket awan met ti naited as of now,” Wacnang said.


As recalled, the XRC Developer’s representative during the forum told Wacnang that the copy will be sent to her office immediately saying “Bukas na bukas po, ipapadala po namin sa office ninyo” but of this writing, Wacnang has not received yet a copy of the lease contract.
