‘Teamwork without knowledge is a waste’ - Pasil Mayor Malannag on responding to disasters

Pasil, Kalinga - During the province-wide disaster resilience caravan in the Municipality of Pasil this July 22, 2021, Mayor Alfredo Malannag Jr. stressed that knowledge building is an important aspect of disaster mitigation that goes hand in hand with teamwork.


“Kalasag is a shield, and so is knowledge. We use knowledge as our shield during pandemic as well as disasters. As an yKalinga, we already have that pagtitinnulong but if we do not have the knowledge, it’s a waste,” remarked the mayor.


Malannag recalled the times when Pasil experienced colossal disasters like the earthquake (yugyug) in Pugong and the Typhoon Lawin last 2016. He said, "With the heavy impact of the disasters, every road was closed with no communication at all.”


It was in those events that Pasil was able to execute their emergency preparedness such that all barangay disaster risk management offices, municipal operation center, and designated incident commands were activated and worked together.

Despite the preparedness, the mayor admitted that more knowledge is needed.


For this, he is grateful for the support and guidance of the Office of the Governor under Governor Ferdinand B. Tubban and the Provincial Disaster Risk Reduction Management Officer Jolanta Baac.


Meantime, the council commended Pasil LGU for some preventive measures that exceeded the expected mitigations of a first-class municipality. The team, however, suggested improvements.


The mayor, in response, vowed to take action to carry out the recommendations and asked for the cooperation of the stakeholders.


“Chitau hina barangay with the municipal and provincial, dapat on papigsaon ta’u nan yana,” said Malannag.

Purpose of the disaster resiliency caravan


The event is in line with the observance of the National Resiliency Month with the theme, “Tamang Pamamahal’t Kahandaan, Kaalaman at Pagtutulungan sa Sakuna at Pandemya’y Kalasag ng Bayan.”


In the event, the PDRRMC evaluated the implementation of local policies on disaster risk reduction and examined the state of preparedness of the LDRRMC.


The caravan was graced by Executive Assistant Elizabeth Balais II who represented Governor Ferdinand B. Tubban and other members of PDRRMC.
