Tinglayan is fully compliant in NDRRMC’s 23rd Gawad Kalasag

Updated: Nov 30, 2023

Tabuk City, Kalinga – The local government unit of Tinglayan is once again named by the National Disaster Risk and Management Council and Offices as one of its Gawad Kalasag Seal awardees after it was assessed ‘fully compliant’ to the standards for the establishment and functionality of its local Disaster Risk and Reduction Management Office.

The locality is among five local government units in the province evaluated as fully compliant in major areas such as structure, competency, management systems, enabling policies, knowledge management, advocacy, partnership, and participation.

Alongside Tinglayan, conferred with the same evaluation status are the localities of Balbalan, Pasil, Tabuk City, Lubuagan, and the provincial government of Kalinga.

In an interview, Mayor Sacrament Gumilab said the award is a manifestation of the local government unit’s hard work and utmost effort in disaster preparedness and that the MDRRM office is doing a great job on its mandates.

He then extended his felicitation to the office and encouraged them once more to continue improving their services and equipping themselves with the knowledge and skills necessary to deal with disasters.

What is Gawad Kalasag?

The Gawad Kalasag serves as ‘a performance assessment mechanism’ for all LGUs as they implement institutionalization of their DRRM offices and councils as well as their plans and programs as part of the mandatory provisions of Sections 11 and 12 of Republic Act No. 10121, including other policy issuances of the NDRRMC.

With the assessment, NDRRMC and LGUs can properly identify the challenges and gaps in their LDRRM plan implementation processes that would enable them to determine concerns needed to be addressed to function more efficiently and effectively.
