Tinglayan no longer requires Health Certificate and Travel Authority for travelers

Tinglayan, Kalinga – In consonance with National Inter Agency Task Force Resolution No. 101 providing uniform guidelines for local travels to all local government units, health certificate and travel authority are no longer required when entering Tinglayan municipality.


According to Mayor Sacrament Gumilab, they shall implement guidelines provided by the NIATF and is supported by the issuance of Executive No. 08 Series of 2021.


“Ti medyo nasukatan lang, nu adda ti sumangpet nga returning residents dituy Tinglayan, isubject tayu lang isuda iti screening idiay triage nga kunkunada nu awan symptoms da, mabalin da aghome quarantine ngem nu adda symptoms da, maswab da ket maquarantine da kadagiti barangay isolation units,” he said.

When RT-PCR test yields negative, Gumilab said returning residents can continue their 14-day quarantine period in their homes.


For Authorized Persons Outside of Residence (APORs), they are to provide their identification card, travel order and travel itinerary and must pass the symptom screening at ports of entry and exit.

Reopening of Tourism in Tinglayan


When asked regarding re-opening of tourism activities in his jurisdiction, the mayor said they shall consult with the people first before making any decisions.


“We will talk to the people of Buscalan regarding the re-opening of tourism because even if we want to if they oppose the plans, it will not push through,” Gumilab said.


The LGU team will be heading to Buscalan on the third week of March to check if requirements are met by tour guides, homestay owners, motorbikes drivers, tattoo artists, and artisans.

Gumilab cited one requirement is that household providing homestay for tourists must pass the sanitary inspection.

If re-opening pushes through, Gumilab said they shall regulate it to ensure that escalation of Covid-19 cases in the municipality will be prevented.


“For example if there are tourist who will be wanting to visit Buscalan, we will require them the negative result of RT-PCR test to make sure that Buscalan will be Covid-19 free,” he said.

Final guidelines regarding this matter, he said, shall be issued after consulting the people of Buscalan.


Meantime, Ytinglayans are encouraged by the mayor to strictly follow health and safety protocols.
