Tinglayan Mayor encourages PNP to continue performing their sworn duty

Tinglayan, Kalinga – Following the declaration of four Philippine National Police officials as unwelcomed individuals in areas occupied by the Butbut tribe in Kalinga, Tinglayan Mayor Sacrament Gumilab in a statement on Thursday, March 4, 2021 said police should still continue performing their sworn duty and make use of the action made by the Butbut tribe as a reflection to act at their best while doing their job.


According to the mayor, the move of the Butbut tribe should not become a hindrance to the police in performing their job as the protector of life, liberty and property of the people as they are public servants and as public servants, complaints from the public is inevitable.


“Haan da kuma nga kuna nga maawanan da iti ganas nga agserbi iti tau ta kasdiay met ti inkasta da kadatayu, haan kuma nga kasdiay ti panangkita iti kapulisan, because remember, they, just like us are public servants so we are serving the people and whenever the people would feel that their rights are violated, they have the right to make their complaints against us,” he said.

Rights of people to express opinions


The resolution crafted by the said tribe, he said, is their opinion expressing their indignation towards the dismantling of the PNP in the encampment area. And as one of their rights, they are entitled to expressing their opinions toward public servants like the PNP.

Public servants, Gumilab said, should not also be too ‘onion-skinned’ as people have the right to criticize, condemn and express their frustration against public servants when flaws are being observed while they are performing their duties.

Declaration of persona non grata


Resolution No. 1 S. of 2021 unanimously carried by Butbut tribes officials and elders on February 24, 2021 declared Police Regional Director PBGen. R’win Pagkalinawan, 2nd KPMFC Commander PMaj. Daniel Fakat, Police Provincial Director PCol. Davy Vicente Limmong and PLtCol. Armando Lorette Jr. of Kalinga Police Provincial Office as Persona Non Grata after the dismantling of the civilian post last February 23 in the disputed boundary of Butbut and Betwagan tribes.

‘Butbut should open their heart and mind for peace negotiation’


To be able to attain long-lasting peace and for the next generation not to inherit the conflict of the two tribes, Gumilab said, the Butbut tribe should still open their mind and heart for the continuous negotiation.


“Kitaen tayu latta ta open tayu iti negotiating table ta ti kayat tayu met ket we all want peace, the people of Butbut and Betwagan love peace so i-open tayu latta kuma ti puspuso tayu iti negotiation tapnu magun-ud tayu ti tartarigagayan tayu nga peace,” he stated.


“Haan tayu kuma nga permi nga mafrustrate iti government nu adda man nagkamaliyan da, gagangay ti tau, adda pagkamaliyan ngem ti ayan tayu kuma, magun-ud tayu kuma ti talinaay nga tartarigagayan ta kaasi tayu metlang nu adda haan nga panagkakainnawatan ket dagiti government officials, adda kami tapnu nga tumulung,” the mayor added.
