Tinglayan town adopts BJMP Cordillera director, confers native name ‘Katangka’

Tinglayan, Kalinga – The Municipality of Tinglayan has formally adopted Bureau of Jail Management and Penology (BJMP) Cordillera Regional Director JCSupt. Delvic Oreiro as its son, bestowing upon him the protection and recognition accorded to a native iTinglayan.


The adoption ceremony was held on March 3 at the Municipal Gymnasium in Poblacion, where residents and visitors witnessed the Municipal Local Government Unit (MLGU), headed by Mayor Charles Abay and Vice Mayor Alexander Malasi, confer on Oreiro the native name “Katangka.” The recognition was formalized through Resolution No. 17, Series of 2026, passed by the Sangguniang Bayan.


To seal the ceremony, Oreiro was dressed in traditional Kalinga attire as a symbol of honor and acceptance. He was also presented with certificates of adoption and confirmation, along with local products signifying the LGU’s appreciation for his presence and partnership.


Meanwhile, Oreiro and his team visited Tinglayan to receive the lot donated by the MLGU to the BJMP for the construction of a jail facility in the municipality.

Isuna ket maysa nga partner tayo kadagiti panangipatungpal iti programs and projects nga beneficial para iti constituents tayo ditoy Tinglayan. In our indigenous traditions, adoption is sacred. It is not symbolic alone—it signifies belonging. It means that you are now part of our story, our aspirations, and our future,” Mayor Abay expressed.
