Tubban issues EO adopting IATF-EID uniform travel protocols


Tabuk City, Kalinga – Kalinga Governor Engr. Ferdinand Tubban has issued an Executive Order (EO) reiterating the Inter-Agency Task Force for the Management of Emerging Infectious Diseases Resolution No. 101, which no longer requires travel authority and health certificates for travelers nationwide.


In said EO dated March 15, 2021, it provides that clinical and exposure assessment shall be done strictly in all points of entry and exit to ensure that only asymptomatic and non-close contacts will enter the province.


“Health assessment of passengers supervised by medical doctors and/or para-medicals shall be mandatory upon entry at the points of destination,” the EO states.

For returning residents, Overseas Filipino workers, and non-returning residents, the EO provides that they are mandated to present negative results of their RT-PCR test taken at least 2 to 3 days before arriving in Kalinga.


If no signs of the virus is observed, they shall be allowed to enter the province, but if symptoms are detected, they shall be subjected to undergo triage and RT-PCR testing.


While waiting for the result, the EO mandates that a traveler shall undergo home quarantine and shall be monitored closely by health workers in the municipality he/she is to proceed.

If result yielded positive and is asymptomatic, the person shall be transferred to MIU/CIU or BIU for a 14-day quarantine. As for individuals found out to be positive and are showing symptoms, they will be referred either to the Kalinga Provincial Hospital, district hospital of the LGU concerned or private hospitals handling Covid-19 positive patients.

For individuals going out of the province, the EO said testing will not be mandatory but if the place of destination requires, they shall subject them to transcriptase-polymerase chain reaction or RT-PCR testing.


“However, they are mandated to return to their place of origin in the province with within 72 hours reckoned from the date of exit,” the EO further reads.
