What Baguio City POSD Head and market vendor have to say about their quarrel that went viral?

Baguio City - Public Order and Safety Division (POSD) Head Marvin Herrera and the city vendor explained their side of the story over the viral video showing Herrera confronting the latter on violation of health protocol at the Baguio City Public Market.


The video was taken at the fish section and was posted on a public page, Baguio Concerns captioning "Arrogance as expected."


The video immediately went viral on Wednesday. On the video, Herrera and the vendor were arguing with Herrera accusing the vendor of violations and the vendor insisting "wala akong violation."


Herrera's Side


As reported by Bombo Radyo Baguio, Herrera cited the video as one-sided for it failed to capture the whole scene to depict what really happened.


Herrera explained that the vendor was spotted not following social distancing, with his facemask and faceshield not properly worn. As his team drew nearer, they heard the group call them "kalaban."


"Nakita namin na walang social distancing, naka-angat ang faceshield, labas sa ilong sa facemask. Papalapit palang kami, wala pa kaming sinasabi, eh sinabihan kami 'ayan na mga kalaban.' Hindi naman po kami kalaban. Kaya po kayo nasisita eh kasi gusto namin protektado kayo," Herrera said.


Nevertheless, Herrera apologized for the heated argument with the vendor.


He further said that the individual responsible for posting the video online is expected to be penalized.


The Vendor's Side


According to the vendor, Herrera and his team were reinforcing health protocols when he heard someone shout "kalaban." Upon hearing the word, Herrera went furious, shouting he would confiscate his business permit as he approached.


In his defense, the vendor exclaimed he did not violate any health protocol since he was observing social distancing and he was wearing his face mask and face shield properly.


The vendor, however, admitted that they cannot avoid neglecting social distancing inside the market due to the number of people and limited space. They also seldom put their face shield up as they struggle when the weather is hot, especially if there are a lot of people.


He clarified that he was not the one who shouted 'kalaban.'


The vendor shared he now feels afraid with his family because he was threatened by Herrera with the words "machambaan lang kita minsan."
