What causes minors to commit crimes?

Tabuk City, Kalinga – Children in Conflict with the Law(CICL) and Children at Risk(CAR) in Tabuk City were observed to have come mostly from a dysfuncational family, says Social Protection Unit handling cases of juvenile offenders.


Marinel Dorgay, Tabuk City Social Protection Unit Focal person of CICL and CAR, said that the background of minors accused of violating laws and those who are vulnerable to committing crimes is similar, that is having a dysfunctional family.

According to Dogay, records from their series of counselling reveal this factor.


“Kapag nabayagen a kinatkatungtung mo daytoy nga ubingen through counseling, maala mon diay rason nu apay nga naaramid da. So idiay mo nga maamwan a nagapu da gayam iti broken family a both parents ket nagasawa, naganak da and siyempre papananen diay anaken, parang ganon,” she said.

Other factors linked to juvenile delinquency


Apart from broken family, some of the CICL and CAR have very busy parents leaving them with no choice but to be with their grandparents or other people who could look after them.


These situations allow a less disciplined dealing and more relaxed environment even in circumstances when close monitoring is needed. The reduced supervision could lead the child to the arms of unscrupulous invidividuals or a circle of friends who do illegal activities.

With exposure to this kind of people, Dorgay said, the child will likely become one of them, especially when parents do not look or check for them.

Role of the family in CICL, CAR reform


Social Protection Unit Supervisor Bella Margarita Manuel said that the parents and family are crucial to the reform of Children in Conflict with the Law and Children at Risk, saying that no amount of rehabilitation or series of counseling can have significant impact if the family does not reform.

“They will not stay forever in the center (the place where juveniles are cared for), so iti problema tayo tatta ket nu ma-discharge dayta nga ubing, babalik pa rin sa dati nu haan a nagreporma diay pamilya a danunan na, the same, babalik pa rin siya karkaru nu ubing pay lang,” she stressed.


CICL and CAR cases in Tabuk City have declined by 33.3% in Tabuk City in 2020 compared to the previous year.
