Pasil, Kalinga – “The realization of the P50 million worth Multipurpose Evacuation Center at Chuyugon, Dangtalan, Pasil is proof that with perseverance, dreams do come true,” Mayor Alfredo ‘Chao-ig’ Malannag Jr. expressed with gratitude.

Malannag made the remark during the groundbreaking of the project on Wednesday, February 02, 2022.

Funded by the Philippine Amusement and Gaming Corporation (PAGCOR), the evacuation center shall primarily provide temporary shelter for the people of Pasil and nearby municipalities in times of disasters.

However, Malannag hopes that, if possible, it would not be used for its main purpose but instead serve as a venue for recreation activities and formal occasions. This, he said, is because he would not want the community to suffer from the damages brought about by natural disasters.

A dream that turned into reality

In his message, the mayor narrated that the idea of providing people the evacuation center started with a dream, given that the fund of the local government unit is not sufficient. The project, he recalled, was listed for fund sourcing in the annual investment plan of the LGU.

In collaboration with the members of the Sangguniang Bayan, Pasil LGU was able to pass in March 2021 a resolution requesting for PAGCOR to fund the construction of the project.

Through the efforts of Pasil officials and Jun Saclag, the request was granted by the said agency, allocating the largest fund for evacuation centers in the entire region.

“I am a dreamer and this is just among the dreams I have for the development of Pasil. The groundbreaking today is proof that if we persevere, the dream we have can turn into reality,” highlighted Malannag.

The mayor extended his gratitude to the provincial government led by Governor Ferdinand Tubban and to the people of Dangtalan for their support and cooperation, such that the way leading to the location of the evacuation center was efficiently done.

Malannag then challenged other barangay officials to also provide a vacant lot for the construction of the same project.

“Ag-provide kayo ti daga ta ibiruk mi idiay MLGU ti pondo kasi as per our assessment with SB, mabalin nga ag-construct ti dadduma nu ag-provide ti barangay ti daga,” he added.

Further, he stressed that under their Comprehensive Land Use Plan, every barangay shall have two helipads or helicopter landing sites each and the support of the community is crucial for the attainment of the projects.
