yTongrayans Pumer-asan Program results to winning search for healthy barangay


Tinglayan, Kalinga – Mayor Sacrament Gumilab applauded the concerted effort of Ambato and Poblacion Tinglayan Barangay local government units and its community in their successful implementation of the banner program of the administration, the “Pumer-asan” program, that eventually resulted to winning the recently concluded Provincial Search for Healthy Barangay.



Pumer-asan program is derived from a local term in Tinglayan ,’pumer-asan’ which means to be clean, and is one of the priority programs of the Municipal LGU in support to Solid Waste Management and Health and Sanitation.


“It’s a back-to-back win as we also snatched the first spot last year through Barangay Luplupa and this, I believe, is the result of the concerted efforts of our BLGUs, our hardworking health and all officials involved in the waste management, and of course with the support of our constituents in our Pumer-asan program,” Gumilab said.


Winning the award, according to Gumilab, is a manifestation of the municipal LGU’s vision to make Tinglayan a clean and green municipality.

He added that the accolade boosted the morale of the yTongrayans that paved way for them to haul said awards.


With this, the mayor encouraged his constituents to continue supporting the program since the people are likely to benefit from it.


“I hope they will continue implementing the program. We are not just doing this for the contest, but for ourselves as we have already observed and experienced the effects of our actions especially the improper disposal of waste,” he said.

“By doing their part, they have lessen the impact of wastes such as the diseases it could possibly bring,” he added.


As recalled, Barangay Poblacion of Tinglayan and Barangay Ambato topped this year’s competition for new entries and sustainability category in the Provincial Search for Healthy Barangay and some of the indicators evaluated were all parts of the measures to be implemented through programs on Solid Waste Management and Health and Sanitation Programs.


Indicators of a healthy barangay as required for said program are good governance and service delivery of the barangay local government unit.



Good governance (36 %) indicators are the presence of plans, budget support for social services and infrastructure, implementation of full disclosure policy, presence of functional barangay-based organizations/committee, established BLGU office, presence of ordinance and its implementation, and best practices with complete documentation.


For service delivery which is 64% of the total score, it comprises the availability of water supply, sanitary toilet with waste disposal systems, income generation, peace and order and public safety, availability of health services, health practices implementation, nutritional status of the population, maternal and child morbidity and mortality rates and the provision of services to its constituents.
