BAGUIO CITY, Philippines – A 53-year-old man who allegedly posed as a Land Transportation Office (LTO)-Cordillera employee to extort money from van drivers was arrested in an entrapment operation on October 31.

The suspect was apprehended at the Baguio–Nueva Vizcaya terminal in Dangwa Station, Barangay Kagitingan, after allegedly demanding a monthly “protection fee” of ₱1,000 from van drivers plying the Baguio–Nueva Vizcaya route.

According to drivers in the area, the man introduced himself as an LTO-Cordillera employee and threatened to report or have the vehicles impounded if they refused to pay.

Some drivers later sought clarification from the Department of Transportation (DOTr)-Cordillera, which confirmed that the suspect was not affiliated with the agency.

The DOTr-Cordillera then tasked the Criminal Investigation and Detection Group (CIDG)-Baguio to investigate the alleged extortion scheme.

On Saturday, CIDG-Baguio launched Oplan OLEA (Other Law Enforcement Activities), in coordination with LTO-Cordillera and in partnership with the Benguet Provincial Intelligence Unit and the 2nd Provincial Mobile Force Company.

The joint operation led to the suspect’s arrest after he allegedly accepted ₱3,000 in marked money and boodle money.

Authorities also recovered two mobile phones, a driver’s license, and an additional ₱13,500 in cash from the suspect. The operation was witnessed by a representative of the DOTr-Cordillera’s Regional Law Enforcement Services.

The suspect is currently under the custody of CIDG-Baguio as investigators prepare the necessary complaint. The initial report identified the possible charge as robbery by extortion under Article 294 of the Revised Penal Code.

Authorities have yet to establish when the suspect allegedly began collecting money from van drivers.

Meanwhile, the DOTr-Cordillera reminded the public that government personnel are strictly prohibited from collecting money in exchange for services, permits, or promises of avoiding arrest.

The agency urged all Transport Service Entities (TSEs) to immediately report anyone demanding money or favors, or falsely claiming to represent a government agency to extort money.
