23 barangays of Pinukpuk received early warning kits from Humanity & Inclusion and ADRA

Pinukpuk, Kalinga –Twenty-three barangay captains of this municipality received their barangay’s Inclusive Early Warning Kits on Friday, December 4, 2020 at the covered court gymnasium Brgy. Junction Pinukpuk as part of their disaster and risk reduction training.


Pinukpuk and Itogon in Benguet are two of the municipalities in the region who will be benefiting in the 30-month EMPOWER European Union-funded project (Empowering Municipalities, Barangays, Civil Society Organizations (CSOs), and People’s Organizations through Working Together to Enhance Disaster and Climate Risk Governance)of the Adventist Development and Relief Agency (ADRA) and Humanity & Inclusion (HI).


Among the kits given were megaphones, whistle, metal bells, radios, flashlights, headlamp, utility box, Poncho-Apollo, laminated communication cards, laminated instructional cards, and flaglets. Said early warning kits are audio and visual devices that will be used in giving warning and disseminating information to persons with visual, hearing, intellectual, and communication disabilities.


In an interview with Geraldina Gutierrez, the Project Manager of EMPOWER, he said that the kits amount to P390,000.00, part of the EUR 500,000.00 or approximately P28.4 million given by the European Union.


During the distribution, Gutierrez told that early warning system of every community should be inclusive and accessible.


“It should reach all citizens including persons with disability as often most of our warning systems lack access to appropriate and disability-inclusive disaster risk information. As a result of lack of inclusive disaster risk strategies in our risk reduction including early warning systems, persons with disabilities are more likely to succumb in a disaster situation,” she added.


Mayor Irving Dasayon, in his response message, then expressed his thanks to the project initiators.

According to him, said devices that were provided will be a great help to the communities of Pinukpuk in preparation for hazards that will come such as typhoons and landslides.


“Ito’y makakapagligtas ng buhay at malaking tulong para maprotektahan ng ating mga kababayan ang kanilang mga ari-arian at kabuhayan.” Dasayon said.


EMPOWER project aims to strengthen the resilience of high-risk communities by reinforcing civil society relevance in disaster and climate risk governance.
