32 years on the run: Man wanted for kidnapping, murder finally arrested in Abra

ABRA, Philippines — A man wanted for kidnapping and murder since 1994 was finally arrested by police in Barangay Deet, Tayum, Abra, ending more than three decades of evading authorities.


According to a Philippine National Police report released on October 1, 2026, the suspect, whose identity was not disclosed, was arrested on September 25 through the implementation of warrants of arrest.


Police records linked the suspect to the kidnapping of a woman in Narvacan, Ilocos Sur, on April 15, 1994.


Police said the suspect was allegedly with two other individuals when they forcibly took the victim. The woman was reportedly assaulted and sustained fatal injuries to her head and other parts of her body.


A warrant of arrest for murder was issued against the suspect on October 12, 1995. Another warrant for kidnapping and murder was issued on September 17, 2026.


According to police, the suspect remained in hiding for more than 30 years and moved from Ilocos Sur to Abra to evade arrest.


His whereabouts were eventually traced by police operatives in Tayum, leading to his arrest and the implementation of the warrants.


PNP chief PGen. Jose Melencio Nartatez Jr. said police forces will continue to pursue wanted individuals regardless of how long they have evaded arrest.


“A warrant remains a lawful order of the court, and our police forces must remain persistent in locating those who are sought for serious offenses,” Nartatez said.


He added that the arrest demonstrates that accountability can still reach an accused even after many years.


Previous kidnapping cases in Abra


Abra has also recorded other kidnapping and hostage-taking cases in previous years. In February 2023, police rescued a 19-year-old woman who was allegedly held hostage by a man in Lagangilang, Abra. The suspect was arrested following negotiations with police.


In 2015, a 14-year-old boy who was reportedly kidnapped in Tarlac was rescued in San Juan, Abra after 51 days. Three alleged kidnappers were killed during an encounter with authorities.
