‘Abra solon is Cordillera’s most trusted and highest-rated congressman’- says RPMD Foundation Inc. "Boses ng Bayan" Governance Assessment Survey

TABUK CITY, Kalinga – Abra Lone District Representative Joseph "JB" Bernos topped the latest RPMD Foundation Inc. "Boses ng Bayan" Governance Assessment Survey, earning the highest trust and performance rating among congressional representatives in the Cordillera Administrative Region (CAR).


The RPMD Foundation Inc. survey is an independent, non-commissioned public opinion and performance assessment that measures public trust, leadership effectiveness, and citizen satisfaction with elected officials across the country.


The survey was conducted from April 1 to 8, 2026, involving 5,000 randomly selected registered voters across the Cordillera. According to RPMD, respondents were proportionally distributed throughout the region, and the survey carries a ±1 percent margin of error at a 95 percent confidence level.


Based on the results, Bernos secured the top spot with an 84 percent Governance Index. He was followed by Kalinga Representative Caroline Agyao with 82.8 percent and Mountain Province Representative Maximo Dalog Jr. with 81.9 percent.


Also included in the rankings were Benguet Representative Eric Yap with 77.7 percent, Ifugao Representative Solomon Chungalao with 75.9 percent, Baguio City Representative Mauricio Domogan with 73.6 percent, and Apayao Representative Eleanor Bulut-Begtang with 70.4 percent.


RPMD Foundation Inc. noted that all seven Cordillera lawmakers exceeded the organization's 55 percent governance benchmark, indicating a generally favorable assessment from their respective constituents.


"The results suggest that Cordillera voters continue to reward leaders who remain visible, accessible, and responsive while effectively representing district interests in Congress. The relatively strong ratings across all districts likewise reflect a healthy, competitive governance environment in which public trust is earned through measurable performance and consistent engagement with communities," RPMD stated.
