Asipulo, Ifugao - Recognized for delivering high-impact social welfare programs in the grassroots, five women from Asipulo, Ifugao , representing the town’s “CAREFORCE”, earned their place as a national qualifier in Civil Service Commission Honor Awards Program (HAP) Group Category of Search for Outstanding Government Workers.

The HAP gives government officials and employees who have displayed outstanding work performance and ethical behavior awards as recognition to their excellent service.

The five women who made a big difference in their town were Mary Jane Dulnuan, Shirley Inso, Janice Pugoan, Sherazade Guindayan, and Sharon Dulnua from the Municipal Social Welfare and Development Office (MSWDO).

The team, according to the Asipulo Public Information Office, led impactful initiatives in child protection, women and economic empowerment, senior citizen welfare, drug rehabilitation, disaster and conflict response, and livelihood integration of former rebels, reaching thousands of individuals and families across the municipality in the past years.

From 2022 to 2024, the team served 1,200 seniors annually with improved pension distribution, helped launch 60 women-led microenterprises, delivered psychological services within 48 hours during disasters and armed conflict, reintegrated 50 former rebels and 7 drug surrenders, and achieved 100% compliance in 4Ps, among others.

Under the team’s leadership, the MSWDO earned a level 3 service delivery rating from the DSWD and was awarded the Gawad Serbisyong Matapat for transparency and efficiency in 2023.

For said reason, the team became the first group and second overall nominee from said municipality to qualify for the regional level search for outstanding government workers (group category), following the 2023 individual awardee Jimmy Taguilingon, municipal nutrition action officer.

The team was nominated by former HRMO Christian Dave Dulnuan for their consistent, compassionate, and coordinated service across multiple sectors before it qualified at the regional level.  After passing the regional assessment, Asipulo CAREFORCE has been given the chance to compete at the national level of the said search.
