Babalag East, Rizal first to ground break impact projects among 822 barangays granted 20M fund

Rizal, Kalinga – Barangay Babalag East, Rizal is the first in the country to ground break their P20 million worth impact projects from the Support to Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).


The barangay had its ground breaking ceremony this May 24. It is one among the 822 barangays in the Philippines which have been granted with P20 million. The beneficiaries are the barangays that have been declared free from the influence of the communist terrorist groups.



In an interview, Babalag East Punong Barangay Jose Rey Jambaro II explained that their three projects which include water system, health center building, and concreting of the Barroga-Baggas access road will benefit approximately 350 households in their barangay.


Jambaro further said that they allotted most of the fund, P15 million, to the concreting of the Barroga-Baggas access road in order for the community to transport their harvest and products such as corn and rice faster and easier.


When asked how they maintain a communist terrorist group free barangay, Jambaro attributed the success to the cooperation of the constituents in their barangay.


“Kapag ganun na may kahina-hinalang mga bagay, nire-report po kaagad sa barangay at kami naman pong mga barangay nirereport po namin sa ahensiya na in charge po dito gaya po ng ating kapulisan at kasundaluhan,” he said.

Meantime, during the ground breaking ceremony, Undersecretary for Local Government, Marlo Iringan told the province they should be proud because it means their system is working.


“822 daytoy a barangays and to think that you are again the first to implement is something that you should be very proud of. It means your system is working,” he said.

He added that they look forward to the completion of the 3 impact projects.


Meanwhile, Undersecretary Vicente Agdamag who represented and read the message of Secretary Hermogenes Esperon Jr., Vice Chairperson of NTF-ELCAC said that the NTF-ELCAC envisions the BDP to be their whole mark program with the end goal to bring developments to communist prone areas.


Agdamag pointed out that putting an end to the decades old communist armed insurgency is a concerted effort of the national, regional, provincial, city, municipal or barangay levels. He further said that peace and order will be achieved through development and progress of conflict affected communities.
