Balbalan and Pinukpuk to hold joint session to address land dispute between Barangays Poswoy and Limos

Tabuk City, Kalinga - The legislative councils of Balbalan and Pinukpuk, Kalinga are set to hold a joint session to continue resolving the land dispute between Barangay Poswoy (Balbalan) and Barangay Limos (Pinukpuk), which was earlier endorsed to the Sangguniang Panlalawigan last month. 


The decision came following a meeting facilitated by Vice-Governor Dave Odiem this Tuesday, October 7, at his office, where officials from both municipalities participated in the discussion towards possible courses of action to finally settle the issue. 


The Balbalan delegation was headed by Mayor Almar Malannag, while Vice-Mayor Shirlynne Dasayon-Alunday led the Pinukpuk officials. 


Presiding over the meeting, Vice Governor Odiem emphasized the need to first determine whether the dispute falls under ancestral domain or political boundary so that appropriate and lawful measures can be taken.

During the discussion, several other suggestions were raised by the participants, but after hearing the inputs, it was agreed that the Sangguniang Bayans of said municipalities would convene for a joint session to deliberate on the matter in depth. 


If the matter is not settled at the municipal level, it will be elevated to the Provincial Board.

The recommendation of the vice-governor was agreed upon by Malannag and Alunday - both responded saying they will deliberate on the suggestions in resolving the dispute issue when they resume their session. Mayor Malannag assured that Balbalan is willing to host the session and expressed hopes that the problem will be addressed as soon as possible.


The specific schedule of the joint session is still being finalized by the two LGUs, with suggestions that it should be done before the Provincial Meet, which is slated on November 25–29. 


To recall, the Sangguniang Panlalawigan of Kalinga earlier conducted a meeting on September 23 following the endorsement from the Kalinga Bodong Council of Elders (KBCE) regarding two major land disputes in the province, one of which is the boundary issue of Poswoy and Limos. 


The other issue is the alleged land grabbing of certain individuals from Lubuagan in Iwichon, which covered parts of Dangtalan, in Pasil. During that gathering, Board Member Camilo Lammawin moved for a holistic approach, pushing concerned LGUs to gather facts and identify the best possible solutions. During then, a meeting was set between the involved parties on October 7.
