Balbalan’s upgraded three-storey Health Facility begins serving residents

Balbalan, Kalinga – The newly constructed three-storey Rural Health Unit (RHU) building in the Municipality of Balbalan has officially opened its doors to provide improved healthcare services to the public on January 12, 2026.


The plan to construct a bigger RHU was first raised in 2023 by Mayor Almar Malannag before the Local Finance Committee (LFC) to strengthen the municipality’s public health programs.


The proposal was supported by the committee, and construction began the same year using ₱13 million from the Trust Fund and ₱3 million from regular LGU funds. Additional funding for the completion of the building was secured in 2025.


On January 11, the Municipal Health Office, through Municipal Health Officer Dr. Roselle Calma, announced that the new and improved facility, located within the Municipal Hall Compound, is now ready to cater to the healthcare needs of the iBalbalans.


Services offered at the RHU include medical consultations, maternal and child health services, immunization programs, family planning services, the tuberculosis DOTS program, an animal bite treatment center, laboratory services, dental care, and other essential health programs.


Calma said the new three-storey RHU will enable the municipality to deliver higher-quality and more efficient healthcare services, adding, “We are committed to providing better and more efficient healthcare services to our constituents in this improved facility.”
