Cagayan’s most wanted illegal recruiter caught after 8 years in hiding

Cagayan, Philippines – An illegal recuiter and Cagayan’s top 1 most wanted person was finally nabbed after evading arrest for nearly a decade.


The suspect identified by Police Regional Office(PRO) 2 as Norma Bunnao, 70, a resident of Barangay Simayung in Abulug, Cagayan has been hiding from the authorities for 8 years. However, this June 8, she was captured in General Trias, Cavite.


According to PRO 2 Regional Public Information Office, Bunnao has a warrant of arrest for 3 counts of Estafa and illegal recruiment issued by the Regional Trial Court Branch 03, Manila in 2013.


She has a recommended bail of P48,000 for the Estafa while no recommended bail for the illegal recruiment.


The suspect was brought to the custody of Abulug Police Station for documentation and proper disposition.

Other cohorts


Further, based on police report, the suspect has two other cohorts wherein one of them, identied as Romelita Ordoño was already arrested five years ago.


However, the other one, Wilma Villamor, who is their ‘boss’ is still at large.


Bunnao revealed to the police that Villamor is the one directly accepting the placement and processing fee of the people she and Ordoño recruited. She also promised them that they are going to get their commission once their applicants will finally travel abroad. But that never happened, until their recruitment agency closed.
