Cong. Mangaoang joins advocates of sustainable rural development

Tabuk City, Kalinga-Kalinga Lone District Representative Congressman Allen Jesse Mangaoang takes part in the Island-wide Policy Advocacy on the proposed National Convergence Strategy for Sustainable Rural Development (NCS-SRD) Bill - Luzon Cluster.


This is seen as the key to establish the convergence framework for rural development facilitation in the region. The event was held at The Orchard Hotel, Baguio City on June 09.


Congressman Maximo Dalog Jr. of Mountain Province District Representative also attended as the co-author of Congressman Mangaoang on the proposed House Bill 8005 or National Convergence Strategy for Sustainable Rural Development (NCS-SRD) Act in response to poverty reduction and climate change mitigation.

One of the salient features of said bill is the Creation of the National Convergence Initiative Administration (NCIA) which shall be the primary coordinating body of the NCI-SRD to ensure the effective and harmonious implementation of the different projects and programs of participating agencies.


With the solons are Usec. Waldo Carpio represented by Leonel Alagon, Director Cameron Odsey of Department of Agriculture (DA) - Cordillera, ARD Danny Daguio, Department of Agrarian Reform (DAR)-Cordillera Director Eugene Follante, Mayor Benjamin Magalong represented by Councilor Joel Alangsab and representatives of DA, DILG, Department of Environment and Natural Resources (DENR), and Department of Interior and Local Government (DILG).


As presented during the activity, the participants shall implement the adoption of the ridge-to-reef or sustainable integrated area development approach in the establishment of a poverty intervention framework for convergence areas.

It shall provide for the complementation strategy among the NCS-SRD agencies of DA, DAR, DENR and DILG and mandates the NCS-SRD Technical Working Group (TWG) to work closely with other government agencies and offices. This is to ensure alignment of the NCS-SRD interventions with that of other related agencies and offices.


Added to that is the creation of Executive Board which shall act as the policy-making body of the NCS-SRD.


Meantime, the one-day activity is designed to mobilize support for the proposed NCS Act in the House of the Representatives and the Senate by increasing the participants' knowledge of the NCI-SRD, milestones, and activities.
