Cong. Mangaoang, Kalinga LGU defend KPH upgrading in Senate hearing

Tabuk City, Kalinga - Striving to provide quality health services that the people of Kalinga and neighboring provinces deserve, the Congressional District Office along with the Provincial Local Government Unit (PLGU) led by Governor Ferdinand B. Tubban defended the renationalization and Level III upgrading of the Kalinga Provincial Hospital (KPH).


This was done through a virtual Committee on Health Hearing held on September 6, 2021, with Senator Bong Go.


Congressman Allen Jesse Mangaoang, the author of House Bill 8273, “An Act Converting the Kalinga Provincial Hospital in Tabuk City, Kalinga into a Level III Regional Hospital to be known as the Northern Cordillera Regional Medical Center (NCRMC)” joined the governor in said feat.

During the hearing, the bed occupancy rate, financial capacity, human resources for health, and population as earlier requested by the Department of Health were presented.


Governor Tubban, in a statement, said that Kalinga will serve as a catchment area in terms of providing health care services to a huge population of over 800,000 considering its geographical location and proximity to nearby provinces like Isabela, Apayao, Ifugao, Mountain Province, and Abra.


Tubban explained that “if KPH will be renationalized and upgraded to a Level 3 hospital, supervision will now be shifted to the DOH, paving the way for the PLGU to focus its supervision and management to existing district hospitals for a more efficient service.”


“Nu ma-renationalize ti KPH, maadaan ti mas ad-ado a pondo ken equipment kasta met ti manpower. Mas pumintas ken manayunan ti serbisyo ti health,” the governor added through his Facebook post.


Tubban stressed that quality and immediate healthcare services are a social equity indicator to which the province aims to be manifested through the passage of the bill.


He then appealed to DOH and the committee to help and support the renationalization of the Kalinga Provincial Hospital.


“We hope that the positive response will turn our dream into a reality that a medical regional center be placed here in our province. If this pushes through, many lives will be saved and many communities shall be served,” the governor concluded.
