Councilor Cayaba says 2 resolutions requesting P1M fund from City LGU recommended to be returned


Tabuk City, Kalinga – The Committee on Appropriations of the Sangguniang Panlungsod of Tabuk has recommended the return of two resolutions by the Barangay Council of Calanan, Resolution No. 17 requesting for the transfer of funds amounting to P500,000 for the improvement of the road at Calanan and another P500,000 for improvement of the road at Purok 4, Calanan due to lacking requirements.


Committee on Appropriations Chairman Castor "Baby" Cayaba reported this during the SP Tabuk Regular Session on Thursday, November 11, 2021.

In his report, Cayaba said they found out during their deliberation that there are lacking documents needed to be submitted before approval of such resolutions.


These, he mentioned, include the certification from the City Budget Officer certifying the availability of funds and certification from the City Legal Officer on the legality of the transfer of funds for the two identified donations for Barangay Calanan.


Further, Cayaba related that they observed that ‘there is no stated purpose indicated in the letter request attached and no specific location of the project to be implemented’ was identified.

On said resolutions, Cayaba read before the body that the Committee noticed that Calanan barangay officials have no signature on these.


“In view of the foregoing premises, the committee, therefore, recommends the return of the above-stated Resolutions No. 17 and 18 of Barangay Calanan relative to the transfer of fund amounting to (P500,000) for the improvement of road and resolution #18, transfer of fund amounting to P500,000.00) of Purok 4 due to lacking requirements,” Cayaba said.


As recalled, a letter from City Mayor Darwin C. Estranero, transmitting Resolution No. 17 and Resolution No. 18 of Barangay Calanan was tackled last Thursday, November 4, 2021, and was referred to the Committee chaired by Councilor Cayaba.
