‘Data and culture play critical role in solving violence against women, children’ – Gov. Tubban

Tabuk City, Kalinga – Violence, abuse, and trafficking against women in the Cordillera region have been seen as the growing concerns of crime in the region, prompting the Regional Committee concerned to respond to reported cases.


During the orientation and consultation by the Local Communities on Anti-Trafficking and Violence Against Women and Children in Tabuk City Kalinga this August 13, 2021, Kalinga Governor Ferdinand Tubban mentioned the lack of data and the influence of culture as important factors to be considered regarding gender-based violence.


“Dagita met datos ti pagibasean tayo ti desisyon tayo. Nu kompleto ti datos, mas nalaka nga Makita ti overview ti problems, along with its salient characteristics. Until we understand the nature of the issue, it would be difficult to provide more effective solutions,” said Tubban.


In the presentation of the secretariat about the data in the region, they mentioned that there are cases of violence and abuse which are unreported, while other cases get reported later.


One of the top reasons mentioned over unreported cases involves culture. In some cases, violence at home is normalized. “Nasa kultura kasi natin na nakakahiya o hindi dapat. Halimbawa yung nabugbog ng asawa. They don’t report immediately kasi nahihiya sila o sasabihin na usapang mag-asawa yan,” said the presenter.


It was also revealed that in some cases, there were victims who didn’t know they were victims of violence until they learned about the laws on violence against women and children.

Tubban, while commending agencies and the work done, said some pressing issues on unsolved crimes or the perpetration of wrongdoing by offenders continue because of unreported cases while some because of unpursued cases due to withdrawal or settlement.


“Amo tayo met nga saba-sabali gamin ti kaugalian. Nu daduma saan nga masolbar dagiti problema gapu ti kultura uray nu adda high functionality tayo wennu makuna nga mature ti level ti VAWC institutions tayo ditoy Kalinga,” explained Tubban.


Tubban, nevertheless, is hopeful that as the people of Kalinga become more aware of the issues regarding trafficking, abuse, and violence, families can better protect themselves.

In closing, the Governor encouraged the participants of the orientation and consultation coming from various agencies and municipalities to help educate their clients as well as perform their duties and responsibilities for a better tomorrow for their children and the women in the province.


In his Facebook Post, Tubban recognized the important roles of young people and women in the pursuit of progress in the province.
