“Every peso belongs to the People”: Mayor Abay hails Tinglayan’s Good Financial Housekeeping Award

Tinglayan, Kalinga – Tinglayan Mayor Charles Abay said responsible stewardship of public funds remains at the heart of the municipality's governance after Tinglayan was recognized as one of the recipients of the 2025 Good Financial Housekeeping (GFH) Citation.


The Good Financial Housekeeping award is among the prestigious recognitions conferred by the Department of the Interior and Local Government (DILG) to local government units that demonstrate exemplary compliance with accounting and auditing standards, transparency, and accountability in the management of public funds.


For Abay, the recognition is more than just an award—it is a reflection of the municipality's commitment to ensuring that public funds are managed properly and used for the benefit of the people.


“Every peso that passes through our treasury belongs to the people of Tinglayan, and it is our sacred duty to ensure that every centavo is spent wisely, recorded faithfully, and reported openly,” Abay said in a statement.


The mayor noted that the citation affirms the local government's dedication to transparency, accountability, and responsible fiscal management.


He also credited municipal department heads and employees for their professionalism, discipline, and commitment to maintaining high standards of financial governance, assuring residents that public funds are being managed responsibly.


“To our constituents, this achievement is our gift to you. It is proof that your local government is working tirelessly to earn and keep your trust. We shall not rest on this milestone. Instead, let it fuel us to do better, serve more, and govern with even greater integrity in the years ahead,” he added.


The recognition places Tinglayan among the local government units nationwide that have successfully met the standards for sound financial management and transparent governance.
