Family trapped by flood in Tuguegarao City rescued with improvised boat


Cagayan, Philippines – A family that was trapped inside their house in Barangay Annafunan East, Tuguegarao City, Cagayan by flood due to heavy rains was rescued by authorities on Monday, October 31, using an improvised boat.

Heavy rainfall was experienced in the said area as Typhoon Paeng exited the Philippine Area of Responsibility, causing the flash flood that left the family of Joy Narag stranded inside their house, the Philippine Information Agency of Region 2 reported.


Upon hearing the incident, Patrolman Ian Ley Devad of the Tourist Police Unit of Cagayan Police Provincial Office responded with the rescue operation to save the family members, especially a baby.


With the help of some residents, the police personnel made a floater. They covered the two basins with a light plank and made two pillars on both sides. The four large containers of drinking water served as floaters.

The successful rescue undertaken by Devad and the residents was highly appreciated by the locals, commending them for their resourcefulness.


Meanwhile, Cagayan Tourist Police Unit said the rescue operation ‘aims to heighten public awareness and also a reiteration to the public to be cautious in this time of typhoon.’


According to the Tuguegarao City Disaster Risk Reduction and Management Office, a total of 5,043 individuals or 1,430 families were affected by the tropical storm as of 7:15 AM on October 30.
