Gumilab among two mayors in Kalinga conferred with Philippine Public Service Leadership Award

Tabuk City, Kalinga – For his outstanding dedication and unwavering efforts in advancing the welfare of Tinglayan and its people, Mayor Sacrament Gumilab was recently conferred the Philippine Public Service Leadership (PPSL) Award.


The awarding ceremony took place on June 24, 2023 at the Richmonde Hotel in Ortigas.


The PPSL Award is a platform for recognizing and honoring outstanding people who have made contributions in the field of public service. It further features inspiring stories of public servants that made an impact in the lives of their constituents, community, and the country.


Gumilab is now on its third term as the municipal executive of Tinglayan.

In his time as the mayor Tinglayan since 2016, the locality has undergone rapid development with the administration’s program focusing on infrastructure developments, road networks, installation of facilities for government services, peace and order, sanitation and health, and cultural preservation.


Said developments are anchored with his tagline ‘Tongrayan Umunno-unnoy’ which means continuous unrestricted progress.


Road projects


Since 2016, a plan to establish a road network that connects all 20 barangays in Tinglayan district has been at work. Now, 14 out of 20 barangays are accessible by road.


A circumferential road map connecting Upper Tinglayan from Buscalan to Butbut Proper, Butbut Proper – Tulgao -Dananao, and Dananao – Sumadel, meantime is currently underway.


Health Programs


In his term, Gumilab also prioritized the construction of barangay health stations. With this, 13 out of 20 barangays in Tinglayan now have their own barangay health stations.


3 vehicles were also purchased to provide transportation services free of charge for Tinglayano’s in need.


At present, a 3-story Rural Health Unit Building called the ‘Ummunoyan’ Hospital is being constructed to accommodate more patients and provide more accessible health services in the municipality.


‘Pumor-asan Program’


Gumilab likewise launched the “PUMOR-ASAN PROGRAM” revolutionizing the waste management system of Tinglayan.


At present, there are 14 permanent and 6 makeshift barangay Material Recovery Facilities, 3 dump trucks and equipment such as bottle crushers and plastic shredders. A 10-year solid waste management plan was also crafted.


Through said program, Tinglayan is now free from open dumping, open defecation and astray pigs.


‘Sayaaw San Chacha-or’


The young Mayor did not take out the senior citizens from his plans, he recommended the “Sayaaw San Chacha-or” program to provide financial aid.


‘Sayaaw San Chacha-or’, a local term that can be translated as the manifestation or the show of love and reverence to senior citizens, is a program of the locality providing a P1,000 cash gift to a senior citizen celebrating his/her birthday.


With their contribution to the development of the locality over the years, Mayor Sacrament Gumilab said the elderlies deserve some recognition even though the amount given is just of small value.


‘Fachang Program’


Gumilab also initiated the crafting of Fachang program. Fachang is a local term that means bearing one another’s burden.


The program was launched in October last year to address the needs of persons with disability (PWDs) in the municipality.


Under the said program, PWDs in Tinglayan municipality whose ages range from one month old to 59 years old shall receive annual cash assistance of P6,000 from the municipal LGU or quarterly support of P1,500.


Security and Safety Programs


For security and safety, Mayor Gumilab established the Tinglayan Peace Corps composed of 32 elders from different barangays and tribes to prevent crime and tribal conflicts and assist in government projects.


Through their hard work, Tinglayan maintained zero index crime through the years.


In support of the war on drugs, Mayor Gumilab joined the creation of Task Force Chumanchil to transform drug-affected areas into eco-tourism sites, provide alternative livelihood and infrastructure projects in the community through a whole-of-government approach.


Disaster Resiliency


For disaster resiliency, flood controls stretching along the municipality’s Bunog and Chico Rivers were constructed.


Evacuation centers were also constructed per barangay with the support of 2 rescue vehicles on standby to immediately respond to any emergencies.

‘Project Funsi’


Gumilab also commissioned researchers to document and publish the history, beliefs, practices, music, and arts of the municipality under the program titled “Funsi” from the term Funsiyan which means to dig deeper and uncover.


The historical documentation project aims to record the culture, tradition, and history of the Ytinglayan people.


Further, as a culture enthusiast, Gumilab lead his constituents to earn 1st Place in the contest of the Province of Kalinga “Awong Chi Gangsa, Agtun Chi Banga”, a magnificent display of Kalinga culture that garnered the province its two Guinness World Book Records namely: Largest Gong Ensemble and Largest Banga Dance.

Awards and Achievements


Under the administration of Mayor Sacrament Gumilab, the municipality has garnered multiple awards and achievements. The LGU won back-to-back championship in Kalinga’s Provincial Search for Healthy Barangay: New Category in 2019 and 2021.


Tinglayan also earned 1st place in the Provincial Search for Healthy Barangay: Sustainability Category 2020 and obtained the license to operate its primary care facility in 2022.


Tinglayan was also conferred Gawad KALASAG seal for LDRRMCO (Local Disaster Risk Reduction and Management Councils and Offices) in 2022 and won 3rd place in the Provincial Search for Outstanding Barangay Disaster Risk Reduction and Management Committee (BDRRMC).


In addition, Tinglayan LGU ranked as Top 1 among all 4th class municipalities in region CAR based on 2021 year-on-year growth in locally sourced revenues.
