Heavy rains placed Kabayan, Benguet under state of calamity

Kabayan, Benguet—Municipal Mayor Basilio Daoal on Tuesday, August 10, 2021, issued Executive Order No. 78-2021, declaring a state of calamity in the municipality of Kabayan, Benguet, following massive damages on agricultural products and infrastructure due to heavy rains that affected at least 720 farmers in the locality. Said damages have an estimated cost of P123,750,000.


Data from the Municipal Agriculture showed that Kabayan produces an average of 63,896.58 metric tons (MT) of assorted vegetables annually, wherein cauliflower is produced the greatest at 8,118 MT and broccoli at 1,746 MT.


According to Vice Mayor Mircoles Lamses, the municipality of Kabayan is the major producer of cauliflower in the Benguet province; however, due to a three-week continuous heavy downpour, 85 percent of agricultural crops have been damaged, including some farm-to-market roads which are now impassable.

With the said declaration, the local government is now authorized to provide “assistance to the affected people of the municipality, rehabilitation of destroyed properties, agricultural crops, and livestock and repair/rehabilitation of destroyed/damaged infrastructure projects of the LGU using the MDRRM fund of the current calendar year 2021 and other possible sources of funds.”


Aside from this, Lamses said that the declaration will also be a basis for getting assistance from concerned agencies and from the provincial government for the municipality to cope with the losses, saying that the municipality could not recover on their own.


Kabayan is next to the province of Abra in the region to make such declaration due to damages obtained as a result of continuous heavy rains brought by Typhoon Fabian and the Southwest Monsoon.
