TABUK CITY, Kalinga — After years of championing collaboration among planners across the Cordillera, Provincial Planning and Development Coordinator (PPDC) EnP Flordeliza G. Moldero formally concluded her term as Regional League President of the League of Local Planning and Development Coordinators of the Philippines, Inc. (LLPDCI) CAR Chapter during the 39th Cordillera Month celebration and Governor's Night on July 29 at the Kalinga Sports Center in Bulanao.
Addressing planners and development coordinators from across the region, Moldero reflected on the challenges and responsibilities carried by planning professionals, emphasizing that their work extends far beyond preparing plans and reports.
"We all know that the work of planners is never simple. We carry responsibilities that demand technical expertise, objectivity, and integrity. Beyond development planning, many of us also serve in various critical capacities. As planners, we do far more than prepare plans and documents," she said.
Moldero acknowledged the demands of public service, noting that planners often wear multiple hats, each requiring technical competence, sound judgment, and integrity.
Despite these challenges, she said she considers herself fortunate to serve under a local leadership that values planning and evidence-based decision-making. She thanked Governor James S. Edduba for recognizing the importance of technical recommendations and for supporting programs that advance Kalinga's development agenda.
As she formally concluded her term as Regional President, with EnP Salvador Decoy assuming the leadership of the LLPDCI-CAR Chapter, Moldero expressed her gratitude to fellow planners for their trust and support, describing her tenure as both an honor and a valuable learning experience.
She also challenged the League's newly elected officers to build on the gains achieved by strengthening unity among planners, investing in professional development, embracing innovation, and remaining committed to good governance throughout the Cordillera.
"I challenge you to continue building on what we have started. Strengthen the unity of our League… remain steadfast in pursuing our collective vision for our beloved Cordillera Region. Leadership is not about holding a position—it is about inspiring others to serve with excellence, integrity, and compassion," she said.
Although her term as Regional League President has ended, Moldero affirmed that her commitment to advancing evidence-based planning and sustainable development across the Cordillera Administrative Region remains unwavering.
